Open Skies Regime Operates in 15 Kazakh Airports

The open skies regime is now active at 15 airports of Kazakhstan in the cities of Astana, Almaty, Shymkent, Aktau, Aktobe, Karagandy, Oskemen, Pavlodar, Kokshetau, Taraz, Petropavl, Semei, Turkistan, Kostanai, and Oral.

On October 12, the Civil Aviation Committee released a statement indicating that Transport Minister Marat Karabayev has formally approved the inclusion of Oral in the list of airports benefiting from the open skies regime.

This regime eliminates all restrictions concerning flight frequencies and provides foreign airlines with the fifth freedom of the air, allowing them to operate flights through Kazakh cities to destinations in third countries.

The addition of Oral is expected to attract new foreign carriers, enhance competition among airlines, establish new international routes, reduce airfare costs, promote tourism, and improve transport accessibility to the city. In response to local demand, flight schedules in Oral have also been revised to daytime and evening hours.

Currently, Oral offers 32 weekly flights across five domestic destinations—Astana, Almaty, Turkistan, Atyrau, and Aktau—and operates one international route to Frankfurt.
