Kazakhstan Approaches Universal Access to Inclusive Education

Kazakhstan is making significant progress in ensuring inclusive education across all levels of its education system. As of 2025, inclusive education is now implemented in 70% of preschool institutions, 90% of general secondary schools, and 81% of technical and vocational educational institutions. These figures were presented by Gulzhan Zharassova, Deputy Chairperson of the Committee for Higher and Postgraduate Education, during a regular meeting of the Dialogue Platform on the Human Dimension.

The platform, a consultative and advisory body under the Ministry of Foreign Affairs, brought together stakeholders to review the country’s progress in promoting inclusive policies and social equity. Key areas of focus included expanding the practical training of inclusive education specialists, strengthening the capacity and efficiency of Psychological-Medical-Pedagogical Commissions (PMPCs), and implementing performance-based indicators to monitor policy effectiveness.

Participants noted recent advances in Kazakhstan’s legal and institutional framework, including the ratification of the Optional Protocols to the UN Conventions on the Rights of Persons with Disabilities and the Rights of the Child, and the country's accession to the Marrakesh Treaty to facilitate access to published works for persons who are blind or visually impaired. In 2023, Kazakhstan also established the Office of the Commissioner for the Rights of Socially Vulnerable Population Groups under the President.
