East Kazakhstan Region remains one of the leading areas for oilseed crop production, particularly sunflower. Ensuring accessible financing for farmers plays a key role in the sustainable development of the sector. Substantial support in this area is provided by Agrarian Credit Corporation JSC (ACC), which implements lending programs for agricultural producers.
One example of effective cooperation with the ACC is the work of Kolos Agro LLP, which sowed about 3,000 hectares with sunflowers in the current agricultural season. In 2023, the company faced market difficulties due to overproduction and a drop in purchasing prices, making it challenging to procure seasonal resources.
This year, more than 80 farms in East Kazakhstan Region have been financed under the “Ken Dala” program for a total amount exceeding 14 billion tenge. Loans are issued for up to 12 months at an annual interest rate of 5%. The Damu Fund provides loan guarantees covering up to 85% of the amount. Financing is carried out both directly through ACC branches and through partner organizations — credit partnerships, microfinance institutions, regional development corporations (SPK), and regional investment centers.
Support also extends to processing enterprises. For instance, Ust-Kamenogorsk Oil Plant LLP has been participating in the working capital expansion program since 2023. The plant processes up to 30,000 tons of raw materials annually, employs over 200 people, and exports its products to Central Asian countries and Russia.
The ACC continues to accept applications for financing the 2025 harvesting campaign. According to experts, sustainable development of oilseed production is impossible without timely financial support, which contributes to the growth of the agricultural sector and strengthens food security.
