Labor Market Trends in Kazakhstan: Key Findings from 2025

In 2025, the labor market in Kazakhstan saw significant activity, with over 1.3 million vacancies posted and strong demand concentrated in healthcare, education, and transport sectors, according to the Ministry of Labor and Social Protection.

A total of 1,328,000 job vacancies were registered during the year, while 1,454,000 job-seeker profiles were submitted, indicating a slight oversupply of labor by approximately 125,800 applicants. Half of all vacancies (665,500 positions) were classified as working-class roles, and 75% of postings (999,000) required skilled labor.

The highest demand was observed for the following professions: Nurses and medical assistants: 21,700 vacancies, with monthly salaries ranging from 143,000 to 178,000 tenge (US$284–327) Kindergarten teachers: 21,200 vacancies, salaries 139,000–182,000 tenge (US$276–361)

  • Drivers: 20,000 vacancies, salaries 151,000–195,000 tenge (US$298–384)
  • Orderlies: 19,600 vacancies, salaries 110,000–133,000 tenge (US$217–262)

General subject teachers: high demand reflecting the education sector’s dominant share of vacancies.

Among job seekers, the most popular occupations were:

  • Accountants: 25,100 profiles, average expected salary 308,000 tenge (US$607)
  • Drivers: 23,600 profiles, expected pay 250,000 tenge (US$493)
  • Kindergarten teachers: 22,100 profiles, expected pay 199,000 tenge (US$392)
  • Legal professionals: 19,100 profiles, expected pay 294,000 tenge (US$579)

The highest salaries offered by employers were for:

  • Marine navigators: 875,000–900,000 tenge per month (US$1,724–1,773)
  • Deputy site managers in mining: 714,000 tenge and above (US$1,406+)
  • Drilling machine operators: from 700,000 tenge (US$1,379)

Job seekers’ highest salary expectations were recorded for:

  • Pilots: 1.9 million tenge (US$3,743)
  • Deputy service chiefs in extractive industries: 1.2 million tenge (US$2,364)
  • Ship captains: 1.1 million tenge (US$2,167)

Employment demand was concentrated in socially oriented sectors:

  • Education: 380,600 vacancies (28.7%)
  • Other service activities: 175,400 vacancies (13.2%)
  • Healthcare: 117,400 vacancies (8.8%)

Additional demand emerged from agriculture, manufacturing, public administration, construction, ICT, trade, and transport sectors. Collectively, the three largest sectors accounted for nearly half of all national vacancies.

  • Highest vacancy postings: Astana (118,200), Turkistan Region (96,700), Almaty (92,000)
  • Labor shortages: Pavlodar, North Kazakhstan, East Kazakhstan, Ulytau
  • Labor surplus: Kyzylorda, Turkistan, Shymkent, Mangystau Seasonality and Demographics

Job-seeking activity was seasonal, peaking in July (148,000 profiles) and declining toward year-end. Employer demand peaked in August (141,700 vacancies), September (138,400), and October (132,300).

Women comprised 55% of all applicants, with the largest age group being 35–44 years (26.4%). Applicants aged 45–54 accounted for 18.5%, and those aged 16–24 for 17.5%. Women were more strongly represented among younger applicants compared to older age groups.
