Kazakhstan Boosts Chemical Industry to Achieve Fertilizer Self-Sufficiency

Kazakhstan is strengthening its chemical industry to reduce reliance on imports and support key sectors like agriculture and construction, Industry and Construction Minister Yersaiyn Nagaspayev announced at a May 5 government meeting.

The sector currently accounts for 4.6% of manufacturing output, producing over 1 trillion tenge (US\$1.9 billion) in 2023. Key products include fertilizers, pesticides, chromium compounds, polypropylene, and industrial chemicals.

The government has implemented incentives such as VAT exemptions for pesticide raw materials and export controls on key fertilizers to stabilize prices and prevent illegal exports. In Q1 2025, production rose by 12.5% to 406 billion tenge (US\$785 million).

By 2030, Kazakhstan plans to fully meet domestic demand for nitrogen, phosphorus, and potassium fertilizers. Production targets include 1.5 million tons of ammonium phosphate and 800,000 tons of urea.
