Kazakhstan and China are strengthening investment ties in agriculture and infrastructure, as announced during a May 13 meeting between Agriculture Minister Aidarbek Saparov and CITIC Construction Chairman Yang Jianqiang.
A key outcome was the announcement of a \$1.1 billion grain processing project aimed at producing starch sugar, with an annual capacity of 700,000 tons.
Yang Jianqiang also met with Deputy Prime Minister and Foreign Minister Murat Nurtleu to discuss CITIC’s potential role in the construction and reconstruction of the Center-West highway, a key section of the Trans-Caspian International Transport Route. A memorandum is expected to be signed later this month during CITIC Group’s visit to Kazakhstan.
“Kazakhstan has everything necessary for production facilities – raw materials, infrastructure. We are interested in creating special economic zones and joint ventures in its territory. Chinese partners are also showing interest in livestock farming projects,” Jianqiang said.
The parties explored broader cooperation in the agro-industrial sector, including grain and oilseed processing, livestock farming, and non-ferrous metals development. Kazakhstan confirmed its full support for CITIC’s initiatives.
CITIC Construction, a subsidiary of China’s state-owned CITIC Group, has been active in Kazakhstan since 2010, implementing major projects in transportation, energy, agriculture, and mining.
