Kazakhstan and China Advance $2 Billion Renewable Energy Initiative

Kazakhstan and China have formalized cooperation on the implementation of three major renewable energy projects valued at over $2 billion, aimed at accelerating the country’s transition toward carbon neutrality.

The Senate of Kazakhstan approved the draft law ratifying the intergovernmental agreement signed during the COP29 climate conference in November 2024. The agreement provides the legal framework for the construction of large-scale wind and solar power facilities in Kazakhstan.

The projects are expected to generate more than 200 permanent jobs and approximately 2,000 temporary positions. They will also contribute to Kazakhstan’s target of increasing the share of renewable energy to 15% by 2030 under the national low-carbon development strategy.

The adopted law establishes streamlined procedures for project implementation, enabling developers to obtain land plots, permits, and foreign-currency financing without competitive auctions, subject to confirmed technical and financial capacity.

Institutional cooperation between Kazakhstan’s Ministry of Energy and China’s National Energy Administration will underpin the execution of the projects and support the development of a low-carbon energy system.
