Kazakhstan Achieves Top ICAO Safety Compliance with 95.7% Score

Kazakhstan has reached an impressive 95.7% compliance with international aviation safety standards, according to the International Civil Aviation Organization (ICAO). The assessment followed the USAP-CMA audit, conducted from August to September 2025, and marks a major improvement from Kazakhstan’s previous score of 83%, reported the Civil Aviation Committee.

The achievement far exceeds the global average of 72.01% and the European average of 87.92%, ranking Kazakhstan among the highest in the CIS and Euro-Asian ICAO region. For comparison, Russia scored 94.14%, Azerbaijan 74.66%, the UAE 98.4%, and Saudi Arabia 94.41%. ICAO highlighted Kazakhstan’s progress in aviation legislation, regulatory programs, authority responsibilities, staff qualifications, and safety issue management. These gains reflect reforms since 2019, including strengthening the Aviation Administration, enhancing personnel training, and implementing risk-based oversight mechanisms.

The country is also advancing ambitious aviation projects, such as introducing eVTOL electric air taxis and deploying 18 new Boeing aircraft, positioning Kazakhstan as a regional aviation hub.
