The state counselor emphasizes the need for a new set of social ethics to form the foundation of a revitalized national mindset

State Counselor Erlan Karin summarized the outcomes of the nation's reforms during the preceding two years and discussed forthcoming objectives centered on elevating public awareness and shaping fresh social ethics in a Telegram post dated December 29.

Karin highlighted that 2023 signified another transformative year for Kazakhstan.

"It wasn't solely about reforms that reset the structure of the political system and established the groundwork for a novel economic framework. It also encompassed narratives that allowed citizens to comprehend the necessity for change, encompassing shifts in social values and norms," he expressed.

In the initial six months of 2023, as outlined by Karin, Kazakhstan saw the execution of political reforms initiated in 2022. The Constitutional Court commenced operations on January 1; Senate elections took place on January 14, followed by Mazhilis and maslikhats elections adhering to updated regulations on March 19. Additionally, measures were taken to reinforce the authority of the Commissioner for Human Rights.

“In the second half of 2023, the focus of state policy gradually shifted to tasks of rebooting the system of national values. This work began with the President Kassym-Jomart Tokayev’s speech at the second meeting of the National Kurultai on June 17 in Turkistan, when he outlined a list of the main ideologies: independence and patriotism, unity and stability, justice and solidarity, law and order, trust and responsibility, cult of knowledge and professionalism, thrift and hard work,” Karin outlined.

He mentioned that various happenings in the country subsequently showed the relevance of this task.

“Public discussions revolved around the need to maintain the principles of law and order, protect the rights of women and children, stop domestic violence, combat vandalism and incivility, etc. This shows that society experiences an increasing demand for the formation and observance of new norms of personal and public culture,” he said.
