Yersaiyn Nagaspayev met with Dominic Heaton to discuss a $1.1 billion investment project in the mining sector, focusing on the development of the North Katpar and Upper Kairakty deposits in Kazakhstan’s Karagandy Region and strengthening U.S.-Kazakhstan investment cooperation, according to the ministry’s press service.
The project follows an agreement signed in November 2025 between Tau-Ken Samruk and Cove Capital. Under the deal, the investor will allocate $1.1 billion to construct two enrichment plants and a metallurgical facility.
At full capacity, the project is expected to create approximately 1,000 jobs, with priority employment given to local workers. A strategic requirement of the initiative is a prohibition on the export of raw materials and semi-finished products, ensuring that production is focused on deep processing and supporting the development of higher value-added metallurgy within Kazakhstan.
