Kazakhstan, the Kyrgyz Republic, and Uzbekistan have signed protocols regulating regional water and energy management through 2026, following a trilateral meeting of their energy and water agencies on Sept. 7 in Cholpon-Ata.
The agreement establishes obligations to coordinate water releases from the Toktogul reservoir in exchange for electricity supplies from Kazakhstan and Uzbekistan to Kyrgyzstan. It also defines conditions for the transit of Russian electricity to Kyrgyzstan via Kazakhstan’s power systems. These measures aim to maintain reservoir levels and ensure irrigation water for southern Kazakhstan during the upcoming agricultural season, reported the Kazakh Energy Ministry.
In addition, Kazakhstan and Uzbekistan signed a protocol to supply approximately 900 million kilowatt-hours (kWh) of electricity from March to December 2026, addressing projected shortages in Kazakhstan’s southern energy zone during scheduled power plant repairs.
