On December 28, 2023, the Minister of Labor in Kazakhstan issued an order defining the quota for the employment of foreign workers in the country for the year 2024
From January 14 onward, the recent order outlines new quotas relative to the workforce: 0.23% for permits issued by the local executive body to employers and 3.1% for attracting labor immigrants.
Compared to 2023, these figures represent a marginal decrease. Last year's total quota was 0.24% of the labor force, translating to 22,200 individuals. Meanwhile, the quota for labor immigrants for household tasks stood at 3.2% of the labor force in 2023, totaling 296,700 people.
As of October 1, 2023, 14,534 foreign citizens had work permits from local executive bodies in Kazakhstan. They were employed by 1,529 Kazakh employers, who, alongside, hired more than 471,700 Kazakh citizens, accounting for 96.9% of the workforce.(Sorce:astanatimes)
Throughout 2023, specific sectors saw notable concentrations of foreign workers. Construction involved 4,887 individuals (34.5%), agriculture, forestry, and fisheries employed 1,637 people (11.5%), mining and quarrying engaged 1,360 workers (9.6%), manufacturing employed 1,219 individuals (8.3%), and professional, scientific, and technical activities enlisted 896 workers (6.3%).
