Kazakhstan to Develop National Artificial Intelligence Strategy in 2024

Kazakhstan is set to upgrade its current Concept for the Development of Artificial Intelligence (AI) into a comprehensive National Strategy, according to Gizzat Baitursynov, Chairman of the AI and Innovation Development Committee under the Ministry of Digital Development, Innovations and Aerospace Industry. He made the announcement during a press briefing at the Central Communications Service on April 17.

As reported by the CCS press service, the country is advancing AI development in three strategic directions: building a robust institutional framework, enhancing technological infrastructure, and strengthening human capital.

“The concept covers international experience, the current situation in Kazakhstan. We describe our tasks and goals in six main areas: human capital, infrastructure, data, public policy, and others,” Baitursynov said.

Following the establishment of the AI and Innovation Development Committee in 2023, a dedicated department was formed to shape national policy and coordinate AI initiatives across government institutions.

“We have defined the responsibility between the owner, proprietor, and user of the AI ​​system. We have also developed a classification of the AI ​​system,” Baitursynov added.

To support the transition from concept to strategy, members of Parliament have introduced a draft law on artificial intelligence. The proposed legislation, currently under review in the Mazhilis (the lower chamber of the Kazakh Parliament), outlines provisions on AI content labeling, ethical standards, and regulatory guidelines.

“The next direction is the National AI Platform. This platform has been put into operation, providing access to data, computing resources, and ready-made models. We have recently trained nearly 2,000 civil servants and quasi-public sector employees,” Baitursynov noted.

Baitursynov also highlighted the launch of a Kazakh-language AI model in December 2023. Trained on 148 billion tokens, the model is now publicly accessible and marks a significant step in fostering language-focused technological innovation in Kazakhstan.
