Kazakhstan, China to Launch $10 Billion Green Aluminum Project

Kazakh Prime Minister Olzhas Bektenov met with East Hope Group Chairman Liu Yongxing on June 9 to discuss a $10 billion investment in a vertically integrated industrial park for green aluminum production in Kazakhstan.

According to the Prime Minister’s press service, the project will follow circular economy principles, aiming to reuse and recycle materials across the entire production chain. The first phase includes:

  • A 2 million ton/year alumina processing plant

  • A 1 million ton/year electrolytic aluminum plant powered by renewable energy

The initiative is expected to create over 10,000 permanent jobs and will prioritize local workforce training and gradual localization of personnel.

Liu emphasized that Kazakhstan’s rich mineral base and industrial strategy match East Hope’s global focus on green aluminum, modern agriculture, and renewable energy.

“We are gradually reducing our reliance on raw materials and fostering industries with higher value-added production. Establishing a vertically integrated aluminum production facility in Kazakhstan is a unique initiative that will significantly contribute to the country’s industrial development. The government is ready to support long-term cooperation,” said Bektenov.
