Kazakhstan to Boost E-Government Services with AI and Enhance Cybersecurity

Kazakh Prime Minister Olzhas Bektenov has called for rapid advancement in digital public services across Kazakhstan, highlighting the need for proactive service delivery, increased collaboration with the banking sector, and reinforced cybersecurity measures. The instructions were given at a government meeting on April 1.

“Significant efforts have been made since 2020 to simplify and digitalize public services, which has helped position Kazakhstan among the top 10 countries globally in terms of digital service delivery,” he said.

Key Directions for E-Gov Development

  • Proactive Public Services: Kazakhstan is shifting towards a seamless, proactive system that anticipates citizens' needs. For example, the automatic issuance of an Individual Identification Number (IIN) and birth certificates, as well as SMS-based benefit allocation, are being prioritized.

  • Banking Sector Partnership: The government aims to expand online service accessibility through banking applications, ensuring broader coverage for digital public services.

  • Infrastructure and Connectivity: Bektenov stressed the importance of improving server infrastructure and ensuring high-speed internet access nationwide to ensure equal access to services.

Cybersecurity and Data Protection

  • Data Security: Strengthening personal data protection is a priority, with Bektenov instructing relevant authorities to integrate data access control systems and to impose stricter penalties for data violations.

  • E-Gov Portal Modernization: By the end of 2024, the government will incorporate AI features into the e-government portal to enhance service efficiency and user experience.

  • Expanding Internet Access: Projects to improve internet access in remote areas are set to be implemented, while rural post offices will also receive adequate funding to ensure the continuity of essential services.

By Year-End Goals

Bektenov outlined a series of key initiatives to be completed by the end of the year, including:

  • Transitioning popular services from Public Service Centers to electronic formats.
  • Modernizing the e-gov portal with AI technologies.
