Kazakhstan and Uzbekistan have agreed to supply electricity to the Kyrgyz Republic during the autumn–winter period to support efforts to reduce hydropower generation and restore water levels in the Toktogul reservoir. The decision was announced following a meeting of water and energy authorities held on Nov. 22 in Almaty under the chairmanship of Kazakh Energy Minister Yerlan Akkenzhenov.
According to the ministry, the parties agreed on the parameters for continued water–energy cooperation amid what officials described as a difficult hydrological situation at the Toktogul reservoir.
Receiving electricity imports from Kazakhstan and Uzbekistan will enable the Kyrgyz Republic to conserve water over the winter months, allowing for the accumulation of sufficient reserves for the 2026 growing season.
The stored water will be released during the summer irrigation period to meet the agricultural needs of Kazakhstan and Uzbekistan, ensuring a stable supply for key farming regions, the Ministry of Energy.
The sides also agreed to coordinate joint measures aimed at reducing energy consumption and strengthening energy-saving practices across the region. Officials emphasized that the arrangements demonstrate a shared commitment to enhancing regional energy security and maintaining stability within the Central Asian power system.
Uzbekistan reaffirmed its readiness to provide the necessary technical conditions for the transit, delivery, and balancing of electricity within the regional grid.
At the conclusion of the meeting, the delegations signed a trilateral protocol formally defining the volumes of winter electricity supplies and outlining commitments for water accumulation for the 2026 vegetation period.
