Kazakh Mazhilis Chair Highlights Legislative Achievements of 2024

The Mazhilis, Kazakhstan’s lower house of Parliament, reviewed 106 draft laws during the current session, adopting 37 of them, with 19 signed into law by President Kassym-Jomart Tokayev, according to Mazhilis Chair Yerlan Koshanov. He outlined these accomplishments during the chamber’s final plenary session, as reported by Kazinform on Dec. 25.

Koshanov emphasized several significant legislative milestones:

  • Social Justice Reforms: Key constitutional norms promoting social equity were fully implemented this year.
  • Educational Opportunities: Amendments expanded access to foreign education, enabling winners of international Olympiads and scientific competitions to apply for the Bolashak International Scholarship.
  • Public Health and Social Protection: Laws addressing critical societal issues were adopted, including measures to combat gambling addiction and protect victims of domestic violence. The United Nations recognized the latter as a substantial step toward eradicating gender-based violence.

Additionally, the Mazhilis advanced the new economic policy by passing a revised Budget Code, which Koshanov stated would enhance local resource management efficiency.

Koshanov affirmed that these legislative efforts have laid the groundwork for social progress, economic stability, and strengthened governance in Kazakhstan.
