The Eurasian Development Bank (EDB) is providing $100 million toward a $670 million financing package for the next phase of expansion at Almaty International Airport, with Bank of America acting as the arranger.
The funds will be used to upgrade key airport facilities, including the domestic passenger terminal, airside infrastructure and aircraft de-icing facilities. The project also includes an expansion of the cargo terminal.
The planned improvements are designed to make operations more efficient across the airport. They will strengthen the connection between the domestic and international terminals, speed up baggage processing and improve the movement of aircraft on the apron. Additional parking capacity is also planned.
Airside modernization is expected to support higher operational efficiency and increase the airport’s capacity. Almaty International Airport currently handles more than 32,000 passengers a day, while annual passenger traffic reached 12 million in 2025.
EDB Chair Nikolai Podguzov said the bank would continue supporting the airport as part of the new financing syndicate led by Bank of America. The syndicate also includes Merrill Lynch International, Société Générale, the Turkic Investment Fund and banks from Kazakhstan.
The latest financing builds on international lenders’ earlier involvement in the airport’s development. In 2021, EDB, DEG (German Investment Corporation), the European Bank for Reconstruction and Development (EBRD) and the International Finance Corporation (IFC) provided financing for its expansion and modernization.
That project included the construction of a new international terminal, which began operations in 2024. The expansion raised the airport’s annual design capacity from three million to 14 million passengers.
The new financing package will mature in 2033, supporting the airport’s continued infrastructure development.
